I can't find any evidence that it is in any way associated with The Onion despite appearances. All that work for nothing.

Well it is the Washington Times, after all. As you probably know, it was founded and owned for most of its history by Sun Myung Moon. For a brief period it was owned by his son, who ran it into the ground. As you may not know, about a year and a half ago it was repurchased by Sun Myung Moon. So,in summary, that article is no more a parody than the Washington Times is a parody of a newspaper or Sun Myung Moon is a parody of a human being.
